This is a very vintage 1968 Swing Guard Swing Arm. This is one of the first swing guard arm used in professional sports. The arm was made by the Original Swinging Arm Co in Warren, Massachusetts, USA . It has an integral piston valve control to help regulate the velocity of the swing arm. They were equipped with storm pop and it’s still operational today. When this swing arm was installed on a bicycle ride or trail run it would slam shut and catch your shoe when you stopped for an easy spin around a corner.
